Ghana and Morocco Sign 11 Bilateral Agreements to Deepen Cooperation

Ghana and Morocco have signed 11 bilateral instruments to strengthen cooperation across trade, education, energy, and diplomacy following the Ministerial Session of the Second Permanent Joint Commission for Cooperation held in Accra on Tuesday, July 21, 2026.
The session was co-chaired by Ghana’s Minister for Foreign Affairs, Hon. Samuel Okudzeto Ablakwa, MP, and Morocco’s Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, H.E. Nasser Bourita and followed a Technical Experts Meeting held in Rabat from 9th to 11th June 2026.
At the end of the Ministerial Session, both sides signed agreements and Memoranda of Understanding covering key sectors.
They include an Agreement on Air Services which was initially initialled in December 2022 in Abuja, an Agreement on Mutual Administrative Assistance in Customs Matters, and an MoU in the areas of Standardisation, Conformity Assessment, and Metrology-Related Activities.
The two countries also signed an MoU on Higher Education, Scientific and Technological Cooperation, an MoU on the Promotion of Collaborative Activities in the fields of Meteorology and Climatology, and an MoU for Scientific and Technical Cooperation between Morocco’s Office National des Hydrocarbures et des Mines, ONHYM, the Minerals Commission and the Ghana Geological Survey Authority.
Other agreements signed were an MoU on Diplomatic Training, an Agreement on Cooperation in the field of Vocational Training, a Cooperation Agreement on the Award of Academic Scholarships, Internships, and the Sharing of Expertise, an MoU in the Field of Sports, and an MoU in the Field of Archives.
Speaking at the session, both Ministers reaffirmed their commitment to ensuring the effective implementation of the decisions and agreements reached under the Second PJCC.
They expressed confidence that the renewed partnership would deepen Ghana-Morocco relations and contribute meaningfully to Africa’s integration and collective self-reliance.
