EOCO Says Dennis Aboagye “Miracles” Arrested Over Alleged GHC55 Million Irregularities 

The Economic and Organised Crime Office (EOCO) has arrested former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD), Dennis Edward Aboagye, popularly known as “Miracles”.

In a statement, it said the arrest followed alleged financial and procurement irregularities totalling about GHS55 million at the Secretariat.

EOCO said the arrest follows a petition from the current Executive Secretary of IMCCoD requesting further investigations into a forensic audit conducted into the affairs of the Secretariat for the period from August 1, 2022, to February 2, 2025.

According to the Office, investigations began last year after the initial forensic audit and the petition.

The probe centres on suspected misappropriation, misapplication, diversion and theft of public funds.

EOCO said Aboagye is being investigated alongside the former Accountant of IMCCoD, Gerald Appiah, and others for suspected offences including conspiracy to steal and stealing, using public office for profit, causing financial loss to the State, dissipation of public funds, defrauding by false pretences, money laundering and other related offences.

The Office disclosed that Appiah has voluntarily started refunding monies connected to the crimes under investigation.

EOCO however, stressed that the recoveries do not conclude the investigative process nor do they absolve any suspect of any crime.

EOCO said following significant new findings last week relating to suspected fraud and theft involving Mr Aboagye, an operational plan was initiated to effect his arrest.

A Stop Order was placed on him a week ago to prevent travel that could impede the investigation.

The Office said it later established that Mr Aboagye had departed the country.

Upon his arrival at the Kotoka International Airport on Saturday night, officers of the Ghana Immigration Service executed the Stop Order and handed him over to EOCO on Sunday morning.

He subsequently accompanied investigators on a search on Sunday, which is expected to continue today.

EOCO further confirmed that Aboagye will be granted bail in accordance with the Constitution and laws of Ghana.

Appiah is also expected to complete his bail conditions today and will be released while investigations continue.
