Parliament to Mark 20 Years Since Passing of First Speaker of 4th Republic

The Parliament of Ghana will on Wednesday, July 15, and Thursday, July 16, 2026, commemorate twenty years since the passing of Rt. Hon. Justice Daniel Francis Kweipe Annan, the first Speaker of the Fourth Republic.

The two-day event will be held under the auspices of the Speaker of Parliament, Rt. Hon. Alban Sumana Kingsford Bagbin.

According to a statement from the Public Affairs Subdivision of Parliament, the commemoration is intended to honor the life, service, and legacy of Justice Annan, who played a central role in Ghana’s return to constitutional rule.

Justice Annan served as Speaker of the First and Second Parliaments of the Fourth Republic from 1993 to 2001, and was instrumental in forming and consolidating the ideals of the 4th Republican Parliament.

The activities will begin on Wednesday, July 15, with formal statements by leadership from both sides of the House.

The statements will reflect on the contributions of the late Speaker to Ghana’s democratic governance.

On Thursday, July 16, the programme will continue with a wreath-laying ceremony, followed by a Memorial Lecture at the D.F. Annan Auditorium.

The lecture will be delivered by retired Justice of the Supreme Court of Ghana, Justice William Atuguba.

Parliament has invited members of the media, the general public, and all stakeholders of Ghana’s democracy to join in the commemorative activities as the House pays tribute to the first Speaker of the 4th Republican Parliament.
