Finance Minister Guarantees Release of University Teachers’ Book and Research Allowance

The Minister for Finance, Cassiel Ato Forson, has given assurances for the prompt payment of the Book and Research Allowance for university teachers.

According to him, it was factored in the 2025 Budget Statement and will therefore be released.

At a meeting on June 10, 2025, with the leadership of the University Teachers Association of Ghana (UTAG), the Technical University Teachers Association of Ghana (TUTAG), and the Colleges of Education Teachers Association of Ghana (CETAG), he said processes have been initiated for the payment.

“I assured them that the allowance has been fully captured in the 2025 Budget, and I have since initiated the necessary processes in close collaboration with the Ministry of Education to ensure its release.”

In a joint statement on June 9, 2025, the three unions threatened industrial action over the delayed release of the exchange rate for the book and research allowance payment.

They stated that an extension of payment beyond September 2025 would not be countenanced and urged the government to act swiftly to avert any disruption to the academic calendar and to ensure that the welfare of teachers and the broader academic community is prioritised.
