KMA Reconstituting Sub-Metro and Town Councils to Strengthen Local Governance

The Kumasi Metropolitan Assembly (KMA) has commenced the reconstitution of its Sub-Metro and Town Councils in a renewed push to deepen grassroots governance and enhance service delivery across the metropolis.

The exercise, which began this week, saw the successful election of chairpersons and the formation of Town Councils in two key Sub-Metros.

At the Subin Sub-Metro, Ernest Baffour Ofori was elected unopposed as Chairperson. Similarly, Hon. Abraham Boadi was elected to lead the Nhyiaeso Sub-Metro, with members of the respective Town Councils also duly constituted.

The process was observed by senior officials of the Assembly, including the Mayor of Kumasi, Richard Kwasi Ofori Boadi Agyemang, who underscored the importance of the councils in driving development at the community level.

Speaking after the exercise, Mayor Ofori Boadi Agyemang noted that functional Sub-Metro and Town Councils are critical to the Assembly’s decentralisation agenda.

He said the structures will serve as the first point of contact for residents, helping to address local concerns, mobilise communities for development projects, and ensure efficient delivery of essential services.

The reconstitution is in line with the Local Governance Act, 2016 (Act 936), which mandates Metropolitan, Municipal and District Assemblies to establish and operate sub-structures to promote participatory governance.

The KMA says the exercise will continue across the remaining Sub-Metros in the coming days to ensure all councils are fully operational.

The Assembly expressed confidence that the reconstituted bodies will work closely with Assembly Members, traditional authorities, and residents to accelerate development and improve sanitation, revenue mobilisation, and urban management in Kumasi.
