Ghana Unveils 5-Year Roadmap to Modernise Land Administration Under SLARP

Ghana has drafted a comprehensive five-year roadmap to modernise its land administration system under the Strategic Land Administration Reform Project (SLARP).

The Minister for Lands and Natural Resources, Emmanuel Armah Buah, announced the plan after meeting with the technical team driving the project.

The team presented the roadmap focused on four key areas: digital transformation of land agencies, decentralised land service delivery, systematic land titling, and expansion of customary land secretariats.

Mr Armah Buah said he endorsed the proposed structure but urged the team to prioritise internal reforms first. He also directed them to partner with experienced technology firms to handle the more complex digital interventions.

The move is expected to address long-standing challenges in land registration, reduce delays, and make land service delivery more accessible outside Accra.

By digitising records and expanding customary land secretariats, the government aims to improve transparency, cut out middlemen, and secure land rights for Ghanaians.
