24-Hour Economy Targets 1.7m Jobs by 2028 as Secretariat Signs $5.5bn Deals

The 24-Hour Economy and Accelerated Export Development (24H+) Secretariat says it has signed Joint Development Agreements worth about USD 5.5 billion, targeting 1.7 million decent jobs by the end of 2028.

The figure forms part of a wider project pipeline valued at USD 11.5 billion, the Secretariat disclosed in a statement responding to questions raised in Parliament on July 14, 2026, by the Ranking Member of the Economy and Development Committee, Hon. Kojo Oppong Nkrumah.

According to the Secretariat, the job target includes direct, indirect and induced employment across agriculture, energy, manufacturing, logistics and services.

Four agreements signed in the past 90 days alone have combined targets of more than 160,000 direct jobs, it said.

The Secretariat said the 24H+ Programme is designed to produce more of what Ghana consumes and export more of what it produces with the ultimate goal of reducing unemployment to below 5 per cent by 2034, down from 14.7 per cent recorded in September 2024.

Major projects already in the pipeline include the USD 1.45 billion Buipe solar and battery project, which is expected to generate 1,500 megawatts and supply industrial power at between 6 and 9 US cents per kilowatt-hour. The first phase is due for completion in the third quarter of 2027 and has a job target of 13,000.

Another flagship is the USD 250 million Kambonwule oil palm complex, projected to produce 228,000 tonnes of crude palm oil annually at maturity for domestic consumption and export. It has a job target of 120,000. The bioenergy programme at Buipe and Damanko is also targeting 30,000 jobs, with projected annual foreign exchange savings of USD 450 million and additional export earnings.

At the Tamale Air Cargo Hub, the Secretariat and the Ghana Airports Company Limited have demarcated land, and two operators have secured concessions to begin operations in 2027. Under the Participatory Land Access Model, communities across the country are voluntarily leasing land to projects in exchange for annual rentals and shares.
