RTI Commission Fines MDAs, MMDAs GH¢20,000 Each Over Late 2025 Annual Reports

The Right to Information Commission has imposed an administrative penalty of GH¢20,000 on Ministries, Departments and Agencies (MDAs) as well as Metropolitan, Municipal and District Assemblies (MMDAs) that failed to submit their 2025 Right to Information Annual Reports.

In a press release issued on August 5, 2026, and signed by the Executive Secretary, Genevieve Shirley Lartey, Esq., the Commission said the fines were applied to institutions that did not comply with Section 77(1) of the Right to Information Act, 2019 (Act 989).

According to the Commission, the affected institutions ignored statutory reminders published in the Ghanaian Times on 20th January 2026 and the Daily Graphic on 24th April 2026.

“The annual reports submitted by public institutions constitute essential inputs for the preparation of the Commission’s consolidated Annual Report to Parliament,” the statement noted. With the deadline for the 2025 consolidated report now elapsed, the Commission urged all public institutions to put measures in place for timely compliance going forward.

Each defaulting institution has been directed to pay the GH¢20,000 penalty within fourteen (14) days of receiving formal notice.

The Commission warned that failure to comply within the stipulated period will attract further enforcement action in accordance with the law.

The RTI Commission also reminded heads of public institutions that submitting annual reports under Act 989 is a statutory obligation, “and not a matter of discretion.”
