Parliament Approves $300m World Bank Facility to Transform Secondary and TVET Education

Parliament has approved a $300 million credit facility from the International Development Association, the World Bank group, to finance the “Secondary Education for Transformation for Access, Relevance and Results for Jobs” project.

The facility, between the Government of Ghana and the IDA, is aimed at increasing equitable access to secondary education, eliminating the double-track system, and improving the quality and labour-market relevance of both secondary and TVET programmes.

Presenting the report of the Finance Committee to the House, Committee Chairman Hon. Isaac Adongo said the funding will support critical reforms needed to expand infrastructure, improve learning outcomes, and align education with industry needs and job creation.

According to the Committee, the project targets systemic challenges in the senior high and technical vocational education sectors, including overcrowding and skills gaps that limit graduates’ employability.

Minister for Education, Hon. Haruna Iddrisu, thanked Parliament for approving the facility, describing it as a major boost to efforts to strengthen the country’s education system and prepare students for the job market.

The $300 million agreement forms part of the government’s broader plan to reform secondary and TVET education to make it more accessible, relevant and results-oriented.
