NASPA Suspends Capacity Building Programme After Backlash Over Deductions

The National Service Personnel Association has suspended its nationwide Capacity Building Programme with immediate effect.

NASPA President, Abdul Wahab Bala Mohammed, announced the decision at a press conference in Accra on Tuesday, July 21, 2026, saying the move was in response to feedback from personnel across the country and in line with directives from the Sector Minister and the NSA Board.

“Over the past few days, we have heard the voices of service personnel across the country. We have listened intently to your concerns, your frustrations, your questions, and your expectations of us as your elected representatives,” Mr Bala Mohammed said.

“We understand that many of you have been worried about the programme and the deductions associated with it. We acknowledge those concerns, and we sincerely thank everyone who spoke up.”

According to him, the programme was conceived to equip National Service Personnel with practical, industry-relevant skills in areas such as coding, digital marketing, entrepreneurship and crafts, to improve their employability after service.

He said the National Executive Council, comprising all 16 Regional Presidents, approved the initiative in December 2025 after deliberating on youth unemployment and the challenge of graduates leaving service with certificates but limited practical skills.

NASPA subsequently entered into a contractual agreement with Zeus Atlas Limited to organise and deliver the training.

Mr Bala Mohammed clarified that as an autonomous body established in 1983, NASPA has the right to enter into such agreements independently, and that management of the National Service Authority was formally informed after the contract was signed, which he said is consistent with NASPA’s practice over the years.

Mr Bala Mohammed reiterated that NASPA’s foremost responsibility remains to represent and protect the interests of National Service Personnel, and pledged that the Association will participate in the review to ensure any future programme addresses both skills development and personnel welfare.
