MoE Signs MoU with Universities to Professionalise Non-Trained Teachers

The Ministry of Education (MoE) has signed a Memorandum of Understanding (MoU) with selected universities to roll out the Postgraduate Diploma in Ghana Teacher Professionalisation (PGG) programme, an initiative aimed at upgrading non-professional teachers into fully licensed practitioners.
The MoU was signed following a proposal earlier this year by the Minister for Education. The programme targets teachers who are already serving in classrooms without formal professional training.
According to the Ministry, the PGG programme is intended to provide these teachers with the pedagogical knowledge, skills and competencies required to improve teaching and learning outcomes across basic and second-cycle schools.
Under the agreement, selected universities will deliver the postgraduate diploma, equipping participants with classroom management techniques, subject methodology, assessment practices, and child development principles.
Completion of the programme will enable beneficiaries to meet requirements for professional licensing by the National Teaching Council.
The Ministry says the initiative forms part of broader reforms to raise standards in the teaching profession and address gaps in teacher qualifications.
Rollout details, including participating universities and enrollment timelines, are expected to be announced in the coming weeks.
The MoE noted that professionalising the teaching workforce is key to improving student performance and achieving Ghana’s education goals.
