Former NSA Director and Deputy Charged with Stealing

The Former Director of the National Service Authority (NSA), Osei Assibey Antwi, and the former Deputy, Gifty Oware-Mensah, have been charged for allegedly enlisting ghosts onto the service payroll for monthly allowances.
Assibey is facing 14 counts, including Causing Financial Loss to the Republic (over GH¢500M in ‘ghost’ names), Stealing, and Money Laundering, filed at the High Court, Accra.
He is accused of authorising payments to over 60,000 non-existent national service personnel and misappropriating public funds during his tenure between August 2021 and February 2025.
Mr Assibey Antwi is facing multiple counts under sections 179A(1) and 124(1) of the Criminal Offences Act, 1960 (Act 29) and section 1(2)(c) of the Anti-Money Laundering Act, 2020 (Act 1044).
In the case of his deputy, she is accused of allegedly orchestrating a GH¢38.4 million fraud involving ghost names and fake hire-purchase loans through the NSA’s “marketplace” platform.
This was between February 2022 and March 2024, when she was overseeing finance, audit, and procurement at the NSA.
Among her charges are stealing, fraud, and money laundering.
