Parliament Passes Community Service Bill, 2026

Parliament has passed the Community Service Bill, 2026, a new legislation aimed at providing non-custodial sentencing options and promoting rehabilitation through community-based work.
The Bill was passed in Parliament on July 8, 2026, according to an alert from the Media Relations Department of Parliament.
The Community Service Bill, 2026 seeks to decongest the nation’s prisons by allowing courts to sentence eligible offenders to perform community service instead of custodial sentences for minor offences.
It also forms part of broader justice sector reforms focused on restorative justice, reducing recidivism, and easing the financial burden on the state in maintaining prison inmates.
Under the new law, offenders assigned to community service will be required to undertake productive work in their communities, such as sanitation drives, public infrastructure maintenance, and support for social institutions, while being supervised by designated authorities.
Legal experts and civil society groups have welcomed the passage, noting that it aligns with international best practices and offers a second chance to first-time and minor offenders.
The Bill now awaits presidential assent before it becomes law and is operationalised by the relevant agencies.
