Gov’t Pledges Inclusive Digital Ecosystem as Ghana Advances Fintech Fund and AI Plans

The Minister for Communication, Digital Technology and Innovations, Hon. Samuel Nartey George, has reaffirmed government’s commitment to building a robust and inclusive digital ecosystem while deepening collaboration with development partners to accelerate Ghana’s digital transformation agenda.

Speaking during an engagement with the Head of the United Nations Development Programme in Ghana and his delegation, Mr George said the UNESCO Readiness Assessment Methodology (RAM) is being used as a key tool in ongoing implementation planning.

He explained that the model has helped identify priority intervention areas and to distinguish between initiatives that are ready for deployment and those requiring further refinement.

The Minister also gave updates on ongoing discussions towards the establishment of a national fintech fund.

He said the fund is being aligned with the forthcoming Innovation and Startup legislative framework, which will set clear eligibility criteria for startups and innovators.

According to him, anchoring the fund in law is intended to ensure sustainability and encourage stronger private sector participation.

UNDP Resident Representative in Ghana, Mr Niloy Banerjee, outlined three key areas of cooperation, including the Italian-supported digital flagship project, the MSME digital platform initiative, and the Japanese-backed AI for public services programme.

He stressed the need for enhanced government participation, including co-financing arrangements, to unlock additional development partner funding and ensure the successful implementation of flagship projects.

The engagement also explored a proposed AI and digital governance capacity-building programme for the Civil Service, aimed at strengthening policy formulation and institutional capacity in emerging technologies.

The programme is expected to be delivered in multiple cohorts with a deliberate emphasis on gender inclusion.
