Ghana, Japan Sign JPY341 Million Grant to Expand Public Sector Scholarships

The Government of Ghana and the Government of Japan have signed an Exchange of Notes for Japanese Grant Assistance worth JPY341 million, approximately US$2.11 million, to support the Human Resource Development Scholarship (JDS) Programme.

The agreement was signed on 30th June 2026 on behalf of Ghana by H.E. Amb. Khadija Iddrisu, Chief Director of the Ministry of Foreign Affairs, and on behalf of Japan by H.E. Yoshimoto Hiroshi, Ambassador Extraordinary and Plenipotentiary of Japan to the Republic of Ghana.

Under the Grant Agreement, funding will be disbursed in five phases to implement the programme from April 1, 2027 to December 31, 2033.

It will provide young Ghanaian public sector officials with opportunities to pursue two-year Master’s degree programmes and three-year PhD programmes at selected Japanese universities, including Kobe University, Ritsumeikan University, Nagasaki University, International Christian University, and the International University of Japan.

The JDS Programme is designed to strengthen Ghana’s human resource capacity by equipping public officials with advanced knowledge, technical expertise, and leadership skills to support national development and public sector reform.

Since it was introduced in Ghana in 2012, about 143 Ghanaian public officials have benefited from the scholarship.

The Ministry of Foreign Affairs said the latest grant reflects Japan’s longstanding commitment to Ghana’s socio-economic development and the enduring partnership between the two countries.
