OSP Denies Entering Nolle Prosequi in Charles Bissue Case

The Office of the Special Prosecutor has denied reports that it intends to enter a nolle prosequi in the prosecution of former Inter-Ministerial Committee on Illegal Mining secretary Charles Bissue.

In a statement on June 23, 2026, the OSP clarified that following the revocation of its prosecutorial mandate on April 15, 2026, by Accra High Court General Jurisdiction 10, it presented a request to the Accra High Court Criminal Court 4 to pause proceedings pending a Supreme Court decision.

However, the court rejected the request on June 22, ruling that the General Jurisdiction 10 decision does not bind it because both courts are of cognate jurisdiction.

The court, thereby, ordered the Bissue case to proceed “in its normal course” from June 23.

When the case was called on June 23, the OSP informed the court it would call its first witness on July 6, 2026, resulting in an adjournment.

Meanwhile, the Office reported it had entered a plea agreement with Thomas Andy Owusu, who was jointly charged with Bissue, after he admitted wrongdoing in June 2025 and was convicted by the High Court in connection with the same matter.
