Ghana in Discussions With HMN for EV Assembly Plant

The Ghana Investment Promotion Centre (GIPC), in collaboration with the Ghana Revenue Authority (GRA), has engaged HMN Company for strategic discussions on advancing electric vehicle (EV) manufacturing in Ghana.
The engagement focused on plans by HMN to establish an EV assembly plant in Ghana to serve the West African market.
The GIPC reaffirmed its commitment to facilitating the investment process, working closely with GRA to provide clear regulatory guidance and tax compliance support.
“Both institutions pledged dedicated support to guide HMN through all regulatory processes,” GIPC stated after the meeting.
The discussions also highlighted Ghana’s strong investment fundamentals, including political stability, a growing middle class, and a supportive business environment for industrial growth.
The proposed EV plant aligns with Ghana’s Automotive Development Policy, which seeks to position the country as a hub for vehicle manufacturing in the sub-region.
The government has already rolled out incentives for auto assemblers, including tax holidays and import duty exemptions for knocked-down parts.
If finalized, the HMN investment would add to Ghana’s emerging EV ecosystem and support the country’s climate commitments by promoting clean mobility.
GIPC said it will continue to coordinate with relevant agencies to ensure a smooth entry and operation for HMN.
The company is expected to submit a detailed project proposal in the coming weeks.
