Ghana Aims to Become West Africa’s Leading Maritime Hub, Deputy Transport Minister Says

Ghana is positioning itself to become West Africa’s leading maritime hub, according to the Deputy Minister for Transport, Hon. Dorcas Affo-Toffey.
Speaking at the official opening of the Africa Ports Forum 2026 in Accra, Affo-Toffey reaffirmed the government’s commitment to expanding and modernising the country’s port infrastructure and logistics systems.
She outlined several initiatives under President John Dramani Mahama aimed at strengthening Ghana’s maritime competitiveness.
These include the introduction of 24-hour port operations, the $1.5 billion Tema Port Expansion project, and plans to position Takoradi as a dedicated oil and gas hub.
Affo-Toffey also pointed to the near completion of the Boankra Logistics Terminal as a key step in enhancing Ghana’s role as the preferred transit corridor for landlocked neighbours Burkina Faso, Mali, and Niger under the African Continental Free Trade Area.
To boost safety and international credibility, she said Ghana had upgraded its port security systems and achieved 100% compliance with the International Ship and Port Facility Security Code.
“With these measures, Ghana is steering the Blue Economy into a new era of growth, security, and regional integration,” she said.
The Africa Ports Forum brought together policymakers, port authorities, and industry leaders to discuss strategies for improving port efficiency and trade facilitation across the continent.
