Gender Ministry, ILO Train MDA Officials to Enforce Gender Equity Act

The Ministry of Gender, Children and Social Protection, with support from the International Labour Organisation, organised a one-day capacity-building workshop for Human Resource Management Directors and Gender Desk Officers from Ministries, Departments and Agencies to strengthen institutional capacity for the implementation of the Affirmative Action (Gender Equity) Act, 2024 (Act 1121).
The workshop was aimed at deepening participants’ understanding of the provisions of the Act, clarifying their roles and responsibilities, and providing practical strategies for integrating gender equity principles into human resource management and organisational policies.
Delivering the keynote address, Minister for Gender, Children and Social Protection, Hon. Dr Agnes Naa Momo Lartey, underscored the importance of the Act in promoting equal opportunities and addressing gender disparities in leadership, governance and decision-making across the country.
She noted that the Government of Ghana is committed to ensuring immediate compliance by all public institutions and stressed that the successful implementation of the Act requires the commitment and collaboration of all MDAs.
Dr Lartey further disclosed that MoGCSP, through the Gender Equity Committee Secretariat, has developed and shared a reporting template to standardise reporting and ensure consistency in the collection and submission of information by MDAs.
She emphasised that this would facilitate the mandatory submission of annual reports on the implementation and progress of the Act and called on the officers to serve as champions of gender mainstreaming and support their institutions in fulfilling the obligations established under the law.
Chief Director of MoGCSP, Dr Marian W. A. Kpakpah, commended the ILO for its contributions to the programme.
She encouraged the HRM Directors and Gender Desk Officers to actively participate, share institutional experiences, and identify practical pathways for implementing the Act within their respective ministries to ensure its successful rollout.
ILO National Project Coordinator, Mr Gideon Mankralo, also urged the officers to work collectively to ensure the objectives of the Affirmative Action (Gender Equity) Act are fully realised.
He reaffirmed the ILO’s commitment to supporting Ghana’s efforts to promote gender equality and decent work through technical assistance and strategic partnerships.
At the close of the workshop, MoGCSP Human Resource Management Director, Madam Vida Owusua Mensah, speaking on behalf of participants, expressed appreciation to the Ministry and the ILO for the timely initiative.
She pledged to champion the implementation of the Act within their institutions and to promote gender-responsive policies and practices that foster equal opportunities and inclusive development across the public sector.
