NDA Trial Adjourned to Nov 25 After Cross-examination

The Tamale High Court, Criminal Division, has adjourned the GH¢10.4m procurement breach scandal involving the Northern Development Authority (NDA) to November 25, 2025.
It comes after the cross-examination of all accused persons was completed.
According to an update by the Office of the Special Prosecutor (OSP), the accused persons have issued subpoenas to staff of the Public Procurement Authority (PPA) and the Northern Development Authority (NDA) to appear in court and testify.
The accused persons include Sumaila Abdul Rahman, former Chief Executive Officer of the Northern Development Authority; Stephen Yir-Eru Engmen, former Deputy CEO (Operations); Patrick Seidu, former Deputy CEO (Finance and Administration); and Andrew Kuundaari, CEO of A&QS Consortium Limited.
They are standing trial for allegedly manipulating procurement processes to secure an unfair advantage in the award of contracts by the NDA under the Infrastructure for Poverty Eradication Programme (IPEP). Without lawful authority, they pushed through, approved, and submitted for payment two invoices from A&QS Consortium Limited totaling GH¢8,328,840.00, which exceeded the Public Procurement Authority’s approved contract sum of GH¢5,720,000.00 by GH¢2,608,840.00.
Ahead of the trial, the Office of the Special Prosecutor (OSP) blocked payment on a bloated contract and directed the Controller and Accountant-General’s Department to suspend disbursement pending the final determination of the case.
