Gov’t to Summon Non Compliant Institutions over 2025 Q4 Commitment Control Report

The Ministry of Finance has announced the summoning of heads of some government institutions over their failure to submit Commitment Control Reports for the last quarter of 2025.

In a statement, it said such institutions had earned the tag Non-compliant.

“Head of public institutions that failed to submit their Reports are hereby informed that following this publication, the Compliance and Enforcement Committee will invite you for fair hearing and demand explanation for your actions and why you should not be subjected to administrative sanctions.”

It however commended the institutions that complied.

The Ministry further instructed all institutions to submit their report for the first quarter of this year.

In adherence to the “Guidelines for Implementation of Public Financial Management Commitment Control and Expenditure Management Measures”, issued by the Ministry of Finance, public institutions are required to submit their quarterly Commitment Control Reports (CCR) to the Internal Audit Agency (IAA) on the tenth day after the end of every quarter.

The Report serves as a key control mechanism for ensuring fiscal discipline, promoting accountability and transparency in the management of public funds.
