Gov’t Opens Search for Strategic Partner to Establish New National Airline 

The Government of Ghana has begun formal engagements with qualified investors to select a strategic partner for the establishment of a new national airline, the Ministry of Transport announced.

The process is being handled by a Task Force working under the Ministry’s oversight.

It will involve three rounds of interactions with prospective partners before a qualified strategic investor is selected.

According to the Ministry, the proposed national carrier will be developed as a “commercially viable, internationally competitive and sustainable carrier, anchored in Accra and operating as a hub for regional and intercontinental connectivity.”

The airline is expected to operate a full-service network on premium long-haul routes to Europe, North America, the Middle East, Asia, and other markets, while also running hybrid or low-cost services on regional routes to promote integration.

An integrated cargo unit to support trade and logistics is also part of the plan.

Who Can Apply
The government says prospective strategic partners must be either an airline already in operation, a subsidiary of an airline, or an entity/consortium duly authorised by an operating airline.

Applicants must have expertise in airline operations, management and marketing, route planning and network development experience, and a history of regulatory compliance.

They must also demonstrate a strategy and business plan aligned with the government’s goals, and show financial strength to meet the objectives.

Majority Stake, Fleet Deadline
In selecting a preferred partner, the government will require the strategic investor to hold the majority equity stake in the new joint venture company that will operate the airline.

The partner must also be able to acquire, supply and deploy operating equipment, with a fleet selection plan covering the short, medium and long term.

Short-term fleet deployment is expected “not later than Q1 of 2027.”

The business and operational plan must align with the government’s vision for the airline.

How to Submit
Interested parties must submit proposals marked “Request for Inclusion in the Investor Engagement Rounds: Establishment of a National Airline for Ghana.”

Submissions should include the company name, a short overview and relevant experience of the proponent or parent company, a preliminary overview of expectations in the eventual relationship with government, and indicative highlights of the business plan.

Proposals can be sent via email or hard copy to the Ministry of Transport and must be received by May 29, 2026.

The government says it reserves the right to accept or reject any request for inclusion and “shall not be liable to any party for its decision to include or exclude any prospective investor.”
