Gov’t Begins Review of National Employment Policy to Drive Job Creation and Decent Work

The Ministry of Labour, Jobs and Employment has officially commenced a nationwide exercise to review Ghana’s National Employment Policy, aimed at addressing modern workforce challenges.

The policy, among other things, is also expected to enhance skills development and accelerate job creation across all sectors of the economy.

The initiative kicked off on Tuesday, July 14, 2026, at the Ministry’s Conference Room in Accra during the opening of the National Employment Policy Review Data Collection Workshop.

The session brought together key stakeholders, including representatives from Employers’ and Workers’ Organisations, Ministries, Departments, and Agencies (MDAs), Development Partners, and the International Labour Organisation (ILO).

Delivering opening remarks on behalf of the Minister for Labour, Jobs and Employment, the Chief Director, Mr Hamidu Adakurugu Esq., highlighted that employment remains central to Ghana’s socio-economic development and poverty reduction strategies.

However, rapidly shifting economic conditions require a comprehensive update to the existing policy framework, he noted.

“As our economy continues to evolve amidst rapid technological advancements, demographic changes, climate-related challenges, and shifting global labour market dynamics, it has become imperative that our National Employment Policy is reviewed to reflect these emerging realities,” the Chief Director stated.

The policy review aims to evaluate existing employment interventions, bridge legal and policy gaps, strengthen institutional coordination, and promote sustainable job opportunities.

The Ministry expressed deep appreciation to the International Labour Organisation (ILO) for its ongoing technical partnership, as well as the lead consultancy team overseeing the data collection process.

The outcome of the consultations is expected to establish a forward-looking National Employment Policy tailored to Ghana’s long-term growth aspirations.

Once finalised, the revised framework will focus on enhancing labour market governance, supporting enterprise growth, expanding social protection, and fostering productive, decent work opportunities for all citizens.
