Electronic Fraud Cases in Ghana Jump 54% in 2025, BoG Report Shows

Electronic fraud incidents in Ghana’s financial sector rose sharply in 2025, with cases recorded by Payment Service Providers climbing to 24,124, a 54% increase from the 15,673 cases reported in 2024.

According to Section A of the Bank of Ghana’s 2025 Fraud Report, the surge was driven by a continued shift to digital channels. The report noted the increase in numbers was “due to the shift to digital channels” as more transactions move online.

The value at risk also grew significantly. PSPs reported a value at risk of GH¢37 million in 2025, up from GH¢19 million in 2024. That represents a 95% year-on-year increase, with the 2025 figure nearly doubling that of 2024.

The report, which also covers Banks and Specialised Deposit-Taking Institutions, showed mixed trends across fraud types between 2022 and 2025.

Cash Theft, described as Cash Suppression, recorded the highest jump.

The value at risk rose from GH¢3,872.71 in 2024 to GH¢42,429.14 in 2025. E-Money Fraud also increased from GH¢4,084.21 in 2024 to GH¢4,892.02 in 2025.

Fraudulent Withdrawals climbed from GH¢1,823.04 to GH¢3,974.1 over the same period, while Burglary rose from GH¢738.98 to GH¢2,924.45.

Other categories saw declines. ATM/Card/POS Fraud dropped from GH¢4,144.92 in 2024 to GH¢2,429.34 in 2025. Cheque Fraud fell from GH¢28.05 to GH¢550.62. Cyber/Email Fraud decreased sharply from GH¢933.11 to GH¢336.99. Forgery and Manipulation of Documents also fell from GH¢53,554.34 to GH¢5,258.94.

Lending/Credit Fraud, Impersonation, Remittance and Others also recorded lower values at risk in 2025 compared to 2024. A new entry, Sim Swap-Related Fraud, was recorded at GH¢16.11 in 2025, after recording no cases in 2024.
