Auditor-General Orders KATH CEO To Recover GH¢2.76 Million Over Missing Vouchers, Overpayment

The Auditor-General has directed the Chief Executive Officer of Komfo Anokye Teaching Hospital (KATH) to recover GH¢2,761,018.63 from the Director of Finance and a contractor over missing payment vouchers and an overpayment for renovation works.
According to the 2025 Auditor-General’s Report, the hospital could not produce 60 payment vouchers worth GH¢2,653,982.63 for audit review.
The report said this was contrary to Regulation 82 of the Public Financial Management Regulations, 2019, L.I. 2378, which requires proper documentation and presentation of financial records.
“We recommended that the Chief Executive Officer recover the total amount of GH¢2,653,982.63 from the Director of Finance and pay it into the Auditor-General’s Recoveries Accounts at the Bank of Ghana,” the report stated.
“Failing this, the CEO should be held personally liable to refund the amount.”
The audit also flagged an overpayment of GH¢107,036.00 to Gold Print and Allied Services for electrical works undertaken during the renovation of the hospital’s main theatre.
The Auditor-General recommended that the CEO recover the overpaid amount together with interest at the prevailing Bank of Ghana rate from the contractor and pay it into the Auditor-General’s Recoveries Account at the Bank of Ghana.
The report added that if the recovery is not made, the CEO should be held personally liable to refund the amount.
The two findings bring the total amount the Auditor-General wants recovered from KATH to GH¢2,761,018.63.
The report forms part of the Auditor-General’s 2025 review of Ministries, Departments and Agencies, and has been submitted to Parliament for consideration and further action.
