NASPA Says GHc60 Deduction is For Capacity Building Programme Not NSA

The National Service Personnel Association (NASPA) has clarified that the GHS 60.00 deduction from National Service Personnel allowances is an initiative of NASPA, and not the National Service Authority.

In a communique the Association said the clarification was necessary to address misinformation and help personnel understand the purpose, legality and benefits of the programme.

According to NASPA, the “NASPA Capacity Building Programme” commenced in February 2026. It was introduced to equip National Service Personnel with practical skills, career readiness training and professional development support as they prepare for life after service.

The Association stated that the deduction was agreed upon by the NASPA Council and communicated prior to implementation.

It constitutes an initial payment towards training, coordination, facilitation, logistics, certification and continuation of the programme across the country.

“NASPA recognises the genuine concerns of personnel whenever deductions are made. However, these periodic deductions are necessary in order that the Association can fully deliver on its mandate of safeguarding the development and interests of all National Service Personnel,” the statement read.

NASPA added that mop-up training sessions will be conducted across all regions and districts to ensure all service personnel benefit from the programme.

The Association further disclosed that it is exploring alternative funding options such as donor support in the future so members do not have to pay from their allowances.

It also announced plans to establish a helpline to make it easier for personnel to lodge complaints or make enquiries.

NASPA urged all service personnel to remain calm and take advantage of the programme for personal and professional growth, reiterating its commitment to transparency, accountability and value delivery.
