Minority Demands Attorney-General’s Resignation Over Alleged GH¢350 Million Flood Fund Breach

The Minority in Parliament is demanding the immediate resignation of the Attorney-General and Minister for Justice over what it describes as an unlawful directive to release GH¢350 million in flood relief funds despite a subsisting court process against the Contingency Fund.
At a press address on July 8, 2026, the Minority Caucus presented a letter dated 1 July 2026, written by the Attorney-General to the Governor of the Bank of Ghana with the subject, “Release of Funds from the Contingency Fund for the National Emergency Flood Response Programme.”
In the said letter, the Attorney-General admitted that “the Contingency Fund is presently the subject of garnishee proceedings.”
Despite that admission, the Minority said the Attorney-General went on to direct the central bank to release the money anyway.
“Notwithstanding those proceedings, it is my considered opinion that the exceptional circumstances surrounding this national emergency and the overriding public interest in safeguarding lives and property warrant the immediate release of the approved funds,” the letter stated.
It said the Attorney-General failed in diligence by allowing a constitutional fund to be attached, failed in candour by concealing it from Parliament, and failed in fidelity by directing the central bank to disregard a court process.
The action, it said, breaches Articles 1(2), 125, 177, 178 and 88 of the Constitution, and of the Public Financial Management Act, 2016 (Act 921).
The caucus therefore wants the Attorney-General to resign or be removed by the President.
