Ghana’s Washington Embassy Announces Mandatory Oath, Scholarship Validation For Gov’t-Sponsored Students
The Embassy of Ghana in the United States of America, Washington, D.C., will, from October 8 to November 6, 2026, conduct a mandatory Oath of Affirmation and Scholarship Validation Exercise for all Ghana Government-sponsored students studying in the United States and the Caribbean.
The exercise is in accordance with a directive issued by the Ghana Scholarships Authority (GSA) and is being conducted pursuant to Section 31 of the Ghana Scholarships Authority Act, 2025 (Act 1149) and Section 11 of the Oaths Act, 1972 (NRCD 6), which require beneficiaries of Government scholarships studying outside Ghana to personally subscribe to an Oath of Affirmation before a designated officer of a Ghana Diplomatic Mission.
According to the Embassy, the one-month exercise forms part of the government of Ghana’s measures to strengthen compliance, accountability and responsible stewardship in the administration of Government scholarships for studies abroad.
It will also validate scholarship records and reaffirm beneficiaries’ commitment to return to Ghana upon successful completion of their studies, in accordance with the conditions of their scholarship awards.
To make the exercise more accessible, the Education Section of the Embassy will organise sessions at selected locations across the United States and the Caribbean, including the Ghana High Commission, Port of Spain, Trinidad and Tobago. Students are encouraged to report at the venue closest to them on the scheduled date.
Further details regarding the venues and appointment arrangements will be communicated directly to affected students.
However, students who wish to travel to Washington, D.C., may complete the exercise at the Embassy of Ghana, 3512 International Drive NW, Washington DC, 20008, strictly by appointment on Thursdays and Fridays from 1:00 p.m. to 3:00 p.m.
Appointments should be booked in advance by emailing education.washington@mfa.gov.gh. Students are advised to ensure that all documentation is complete before attending their appointment to avoid delays.
The Embassy reminded students that participation is mandatory under Section 31 of the Ghana Scholarships Authority Act, 2025 (Act 1149).
Under the Act, a person who benefits from a scholarship to study outside Ghana shall, subject to the terms and conditions determined by the Authority, return to serve the country after completing the programme of study.
The Embassy warned that breach of Section 31(1) may attract the consequences prescribed under Section 31(2) and delay payment of tuition fees.
Section 31(2) states that a person who contravenes subsection (1) shall pay to the Authority a refund of the total amount of the scholarship awarded and interest on the total amount at the prevailing Bank of Ghana rate. Where a person fails to pay the penalty, the Authority shall recover the total amount and applicable interest as a civil debt at a rate of twice the total amount and interest.
