Former Zongo Development Fund CEO Authorised GH¢44,315 Transfer To Himself After Dismissal — Auditor-General

The former Chief Executive Officer of the Zongo Development Fund, Dr Arafat Sulemana-Abdulai, authorised a GH¢44,315.00 transfer to himself and other persons after his appointment had been terminated, the Auditor-General has found.
According to the 2025 Auditor-General’s Report, on August 11, 2025, Dr. Sulemana-Abdulai moved GH¢44,315.00 from the Fund’s MoMo accounts.
The beneficiaries included himself, six individuals, and a supplier.
The report said the transaction was made after the former CEO had left office.
In response, the Auditor-General has ordered the current Chief Executive Officer of the Fund to recover the full amount plus interest at the prevailing Bank of Ghana rate from Dr Sulemana-Abdulai.
“We recommended that the Chief Executive Officer recover the total amount of GH¢44,315.00, together with interest at the prevailing Bank of Ghana rate, from the former CEO, Dr Arafat Sulemana-Abdulai, and pay it into the Auditor-General’s Recoveries Account at the Bank of Ghana,” the report stated.
It added that “failing this, the CEO should be held personally liable to refund the amount.”
The finding is part of the Auditor-General’s 2025 report on Ministries, Departments and Agencies, which uncovered GH¢5.26 billion in total financial irregularities across government.
The report has been laid before Parliament for further action.
