Auditor-General Flags GH¢12.28 Million ‘Ghost’ Payment By Energy Ministry To ECG Contractor

The Auditor-General has flagged a GH¢12,287,137.85 payment made by the Ministry of Energy to Western Premium Co. Ltd. on behalf of the Electricity Company of Ghana (ECG), after ECG said it had no record of the company or any contract with it.

According to the 2025 Auditor-General’s Report, the Ministry made the payment to the company in October 2024 purportedly on behalf of ECG.

However, when auditors sought confirmation, ECG indicated that it had no information or contractual relationship with Western Premium Co. Ltd.

The report described the transaction as a serious lapse in financial controls and called for immediate accountability.

“We recommended that the Chief Director ensure that the Director of Finance provides certification statements and evidence of work performed by Western Premium Co. Ltd to account for the payment,” the Auditor-General stated.

The report added that “failing this, the Chief Director and the Director of Finance should refund the amount of GH¢12,287,137.85 and pay it into the Auditor-General’s Recoveries Account at the Bank of Ghana.”

The finding forms part of the Auditor-General’s review of Ministries, Departments and Agencies for the year ended 31 December 2025, which uncovered GH¢5.26 billion in total financial irregularities across government institutions.

The Auditor-General noted that where expenditure is found to be unauthorised or unsupported, it will be disallowed and responsible officers surcharged.
