Tema Oil Refinery Resumes Operation in October, Says Minister

The Minister of State at the Ministry of Energy, Herbert Krapah says idle Tema Oil Refinery (TOR) will become operational in three months.

His announcement comes after he visited the facility on July 23, 2024, following his appointment by President Nana Addo Dankwa Akufo-Addo.

In a Facebook post, he explained that the agreement was reached together with the Management of TOR.

“Earlier today, I paid working visits to Tema Oil Refinery and Sentuo Oil Refinery. I am happy to announce that together with the Management of TOR, we agreed on a three month timeline for the resumption of the plant.”

Additionally, he said the government has plans to revive TOR’s Testing Laboratory for revenue generation immediately.

Speaking to the press on his visit, the Minister said discussions are ongoing to find a strategic partner for the operationalisation of the refinery.

“TOR would work again under our watch. We have tried to get a strategic investor to come in and support TOR albeit unsuccessfully but we still have plans. I know that there are some discussions ongoing. I have come also because that strategic investment should not be an event. The work that we need to do which will culminate into this strategic investment and is part of the reason I have come.”

The Managing Director of the TOR, Kofi Mocumbi Tagoe, also reaffirmed the operationalisation of the Refinery.

“I see TOR in the next three months. In the next three months, TOR is going to get lit up. We are going to start our plant, get the Crude Dissolution Unit (CDU) and we are going to get functioning. In the next three years- which is a systematic process- from now, we are going get the CDU, and RFCC working, we will have our PRF also working and by three years TOR will be running 60,000 barrels per square per stream a day, we will be looking towards expanding the plant into a 100,000 barrel per stream day,” he told the media on the sidelines of the Minister’s visit.
