Attorney General To Present Bill On Dual Citizenship, Other Reforms

The Attorney General and Minister for Justice, Hon. Dominic Akuritinga Ayine, will in the coming days present a Constitutional Amendment Bill to Parliament, Speaker of Parliament Rt. Hon. Alban Sumana Kingsford Bagbin has announced.

The Speaker made the disclosure on November 3, 2026, in his welcome address to Members of Parliament as the House commenced its Third Meeting, outlining a packed legislative agenda for the session.

According to Rt. Hon. Bagbin, the Bill will not seek to rewrite or replace the 1992 Constitution, which remains the fundamental law of the land, but will propose targeted amendments to address specific challenges that have emerged in its implementation over the last three decades.

Key among them is the issue of dual citizenship, which has for years generated public debate and legal challenges, particularly regarding the eligibility of dual citizens to hold certain public offices, contest parliamentary elections, and occupy high positions in the public service.

Successive governments and civil society groups have called for reforms to reflect current realities of a global Ghanaian diaspora that maintains strong ties to the country while holding citizenship elsewhere.

The Speaker indicated that the proposed amendment has received broad public support during stakeholder consultations and is intended to strengthen democratic governance, inclusiveness and accountability.

The presentation of the Bill is expected to trigger extensive debate both in Parliament and among the general public, given the sensitivity of constitutional matters.

If laid successfully, it will be referred to the appropriate Committee and subsequently to the Council of State for consideration and advice, in line with constitutional provisions for amendment.
