Ghana to Sign, Ratify UN Convention on Negotiable Cargo Documents- Trade Minister

The Minister for Trade, Agribusiness and Industry, Hon. Elizabeth Ofosu-Adjare, says Ghana is determined to sign and ratify the United Nations Convention on Negotiable Cargo Documents.

According to her, this is to help position the country to play a leading role in transforming trade finance, cross-border commerce and digital cargo documentation across the ECOWAS region.

She reaffirmed Ghana’s commitment when she opened a one-day virtual sensitisation programme on the Convention organised for ECOWAS Member States on Wednesday, October 7, 2026.

The Convention, which was adopted by the United Nations General Assembly on December 15, 2025, through Resolution 80/162 and recommended to be known as the Accra Convention on Negotiable Cargo Documents, is expected to address longstanding challenges associated with the financing and trading of goods transported by road, rail and air.

The Trade, Agribusiness and Industry Minister said the Convention would be opened for signature in Accra on October 26, 2026, describing the sensitisation programme as an important opportunity for ECOWAS Member States to develop a common understanding of the instrument and its implications for trade and regional integration.

Hon. Ofosu-Adjare urged participating Member States to use the sensitisation programme to assess the Convention against their respective national legal frameworks and return to their governments with clear recommendations.

She expressed Ghana’s readiness to welcome ECOWAS Member States and stakeholders from around the world to Accra on October 26, 2026, for the signing of the Convention.
