Gender Ministry Prepares Officers For Nationwide LEAP Monitoring Exercise

The Ministry of Gender, Children and Social Protection has held a preparatory meeting for its officers ahead of a nationwide exercise scheduled for the next two weeks.

The meeting was used to assess and monitor the first and second cycles of the Livelihood Empowerment Against Poverty (LEAP) cash grants to beneficiaries across the country.

It was aimed at preparing officers for the field exercise by taking them through the revised monitoring questionnaire and equipping them with guidance on handling case-management issues that may arise during the monitoring.

Key areas covered included reassessment and enrolment, payment systems, beneficiary quotas, data quality, payment instruments and grievance handling.

Officers were guided on how to respond to beneficiary concerns, properly document cases, and refer issues through the appropriate LEAP and Social Welfare structures for follow-up.

Particular attention was given to payment-card and data-related challenges, including name mismatches, incorrect beneficiary records and inconsistencies in payment information.

The meeting also emphasised the need for consistent communication, with officers encouraged to provide accurate information, manage beneficiary expectations and avoid making commitments on issues that require policy-level decisions.

The monitoring teams are expected to work through the established case-management and Single Window structures to support the effective resolution and follow-up of cases identified during the exercise.
