CAGD Blames GES For Delay in Teachers’ Promotion Arrears

The Controller and Accountant-General’s Department (CAGD) has clarified the payroll validation process for the promotion and upgrade of teachers, insisting that delays in placing promoted teachers on their appropriate salary scales are due to incomplete documentation from the Ghana Education Service (GES).
In a press release dated September 27, 2026, the Department said it had taken note of recent statements from teacher unions — the Ghana National Association of Teachers (GNAT), the National Association of Graduate Teachers (NAGRAT), and the Pre-Tertiary Teachers’ Association of Ghana (PRETAG) — regarding alleged delays.
CAGD said that while it acknowledges the concerns, it remains committed to timely and accurate payment of salaries in accordance with approved procedures.
For the avoidance of doubt, the Department explained that Government’s payroll operates through two main platforms: the Human Resource Management Information System (HRMIS), managed by the employer or management unit such as GES; and the Integrated Personnel and Payroll Database 2 (IPPD2), managed by CAGD.
Under the established process, the employer is responsible for initiating and effecting promotions in the HRMIS and submitting the necessary documentation to CAGD for validation and payroll processing.
The required documents are a promotion/change-of-grade input form, duly completed and signed by an authorised preparer and an approver, with their specimen signatures submitted to CAGD, and a copy of the promotion or upgrading letter issued to the affected employee.
CAGD stressed that the documents are not mere administrative formalities but are essential safeguards to prevent fictitious promotions, unauthorised salary adjustments and irregular payments.
According to the statement, at a meeting held on 31st August, 2026, comprising the Deputy Minister of Education, representatives of Teacher Unions, the Director-General of GES and his team, the Controller and Accountant-General and his team, and chaired by the Minister of Education, it was agreed that GES would provide CAGD with the master list of promoted staff, their promotion letters and the completed input forms as prerequisites for CAGD to process and pay promotion arrears effective 1st January 2026.
Pursuant to that agreement, CAGD said it had, as of 22nd September 2026, received a total of 6,079 completed input forms and corresponding promotion letters out of an expected total of 58,620 cases.
“The Department wishes to place on record that all 6,079 cases submitted by GES were fully processed and paid, including the applicable arrears, as part of the September 2026 salaries,” the statement, signed by Head of Public Relations, Cephas N. Dosoo, said.
“It must therefore be emphasised that CAGD has processed every valid case received from GES. Any outstanding payment therefore relates to cases for which GES is yet to submit the requisite documentation for validation and processing.”
The Department noted that it can only process promotion-related salary adjustments upon receipt of the required documentation, and where documents are not submitted, the transaction is suspended until they are received and validated.
