Teacher Unions Threaten Action as Govt Fails to Fulfil Promotion, Arrears Agreement

Teacher Unions in Ghana have threatened industrial action over what they describe as the government’s failure to fulfil an agreement on promotion and payment of arrears.

In a notice to all teachers dated Tuesday, September 22, 2026, the unions said the 2025 promotion placement, together with the payment of arrears, has not been fully effected, in clear violation of an agreement reached with the government to automatically place all affected teachers by the close of September 2026.

According to the unions, the development is not only disturbing and disappointing but has also ignited further tension and anger among the rank and file of teachers across the country.

The unions cited other outstanding issues confronting teachers, including the renewal of the Collective Agreement and the payment of the Deprived Area Allowance, among others.

“We hereby serve notice that if by mid-day, Thursday, 24th September, 2026, all the issues are not addressed, the Teacher Unions will not be able to restrain the teachers anymore and whatever happens, the duty bearer should take full responsibility. This is not a threat but a promise,” the statement said.

The unions, therefore, called on all teachers to remain calm and follow official directives from leadership, and to participate in all actions announced by their leadership.

The notice was jointly signed by Thomas T. Musah, General Secretary of the Ghana National Association of Teachers (GNAT), Jacob Anaba, President of the National Association of Graduate Teachers (NAGRAT), and King Ali Awudu, President of PRETAG.
