We Have No Intention to Promote LGBTQ Content in Educational System- NaCCA

The National Council for Curriculum and Assessment (NaCCA) has affirmed its opposition to LGBTQ content at any level of the country’s education system.
Addressing public concerns that the definition of gender in the Year 2 Physical Education and Health Teacher Manual for Senior High Schools is not reflective of Ghanaian culture, norms, and values, efforts are underway to withdraw it.
In a statement, NaCCA said the curriculum remains firmly anchored in the socio-cultural fabric of Ghana, Constitutional principles, and child-centred development goals.
It stated that it does not intend to promote, endorse, or introduce LGBTQ content at any level of the educational system.
“The Ministry of Education and NaCCA state unequivocally that the Government of Ghana has no intention to promote, endorse, or introduce LGBTQ content at any level of the educational system.”
Revision
According to NaCCA, a revised version has been released and made accessible to the public.
It explained that following the introduction of a new curriculum at the SHS level in the 2024/2025 academic year, a subject-specific writing team in collaboration with Transforming Teacher Education and Learning (T-TEL) was constituted to develop the Manuals in 2024.
The manual was envisioned to aid teachers in the implementation of the new curriculum.
However, a comprehensive internal review by NaCCA established that the specific definition of “Gender Identity” contained within the manual under contention contradicted the country’s values.
Manual Different From Curriculum
It further explained that the manual does not constitute the curriculum itself.
“The curriculum is the official policy document defining the mandatory areas of study for learners. In contrast, Teacher Manuals are supplementary instructional resources designed to provide pedagogical guidance to teachers.”
It noted that teachers may deliver the approved curriculum without relying on these specific guides.
