Galamsey Fraud: Second Accused Seeks Plea Bargain

The second accused in the ongoing criminal proceedings over “Galamsey Fraud”, Andy Owusu, has indicated his intention to enter a plea bargain negotiation with the Office of the Special Prosecutor (OSP).
At a Case Management Conference held on Wednesday, May 25, 2025, state prosecutors informed the court that discussions on the plea arrangement were in progress and that a formal notice to that effect had been filed.
Should the proposed plea agreement be accepted by the court, it would enable the prosecution to proceed against Owusu separately, thereby allowing the state to concentrate its prosecutorial efforts on the substantive charges against the Former Secretary of the defunct Inter-Ministerial Committee on Illegal Mining (IMCIM), Charles Cromwell Nanabanyin Onuawonto Bissue.
The court subsequently adjourned the matter to June 4, 2025, to allow time for the finalisation of the plea negotiations.
This case pertains to the widely publicized “Galamsey Fraud” investigation, as documented in the 2019 Tiger Eye P.I. report, which has been the subject of public discourse for several years.
