Bawumia Promises Constitution and Chieftaincy Act Reforms

Flagbearer of the New Patriotic Party (NPP), Dr Mahamudu Bawumia, says he will review Ghana’s 1992 constitution when elected as president

According to Dr. Bawumia, this review is essential for enhancing national development and improving good governance across the country.

Speaking at the NPP’s manifesto launch in Takoradi on Sunday, August 18, Dr. Bawumia emphasized the need for a collaborative approach to the constitutional review process. He stated that he would engage Parliament, political parties, and other key stakeholders to ensure that the review strengthens Ghana’s governance structure.

“I will engage Parliament and other stakeholders, including political parties, to review the 1992 Constitution to achieve effective national development,” he declared.

In addition to the constitutional review, Dr. Bawumia announced that he will review Section 63 of the Chieftaincy Act, a move he believes will empower chiefs and traditional leaders to play a more active role in local governance. As part of these reforms, he pledged to provide living allowances to Paramount Chiefs, Divisional Chiefs, and Queen mothers.

Dr. Bawumia also revealed plans to encourage the registration of stool lands without initial fees, with payments deferred until the land is sold. He emphasized that this policy aims to protect Ghanaian cultural and family values while simplifying the land registration process.

“I will review Section 63 of the Chieftaincy Act to empower chiefs to strengthen local governance. Living allowances will be paid to Paramount Chiefs, Divisional Chiefs, and Queen mothers. Furthermore, all stool lands will be registered without initial fee payments, with payments only due when the land is sold. This will protect Ghanaian cultural and family values,” Dr. Bawumia stated.
