Gov’t Ditches PPP, Seeks Full State Funding To Complete Boankra Logistics Terminal

The government is considering full state funding for the Boankra Integrated Logistics Terminal (BILT) to enable it to retain ownership of the facility as a strategic national asset, after years of delays linked to funding constraints.
The disclosure was made when Ashanti Regional Minister, Dr Frank Amoakohene, led the Regional Security Council (REGSEC) on a working visit to the project site on September 30, 2026, in collaboration with the Ghana Shippers’ Authority (GSA).
Briefing the delegation, GSA CEO Prof. Ransford Gyampo said Phase One of the project is 65 per cent complete, attributing the slow pace to macroeconomic conditions and funding challenges, not technical limitations.
Dr Amoakohene said his office was working with the GSA to prepare a roadmap for completing Phase One for submission to the Ministry of Finance, noting that an earlier plan to use a Public-Private Partnership (PPP) has been shelved.
He said when operationalised, the terminal will improve cargo movement, facilitate transit trade, create business opportunities in Ashanti and northern Ghana, and strengthen Ghana’s position as a logistics hub in West Africa.
