Ghana Targets Rice Self-Sufficiency By 2028 with 3.31 Million Metric Tonnes Production

Ghana is targeting rice self-sufficiency by 2028, with national rice production expected to reach 3.31 million metric tonnes.

The Minister for Food and Agriculture, Hon. Eric Opoku, announced this on Wednesday, October 7, 2026, during a media engagement at the Ministry on the US$18.8 million Regional West Africa Resilient Rice Value Chains Development (REWARD) Project.

The project, which is funded by the African Development Bank as a grant, is expected to significantly strengthen Ghana’s rice value chain through the development of 3,200 hectares for rice production, increasing yields from 3.5 to 4.5 tonnes per hectare, improving access to quality seed and mechanisation, as well as supporting rice processing and storage.

The intervention is projected to benefit more than 20,000 smallholder farmers across the country.

Hon. Opoku also disclosed that the government is working to link rice import quotas to investment in local production as part of measures to reduce import dependence and encourage stronger partnerships between importers and Ghanaian rice producers.

He further announced that Japan has provided a ¥394 million grant, approximately US$2.49 million, to strengthen rice seed production through equipment and technical support.

According to the Minister, these interventions form part of ongoing efforts to increase local rice production, reduce dependence on imports and strengthen food and nutrition security.
