Labour Minister urges SOEs to embrace Independent Public Emoluments Commission

The Minister for Labour, Jobs and Employment, Mr Emmanuel Kwadwo Agyekum, has urged State-Owned Enterprises (SOEs) to embrace and contribute to the proposed establishment of the Independent Public Emoluments Commission (IPEC).

The Minister said the proposed transition from the Fair Wages and Salaries Commission (FWSC) to IPEC was a presidential reform priority that required the active support of stakeholders.

He said government supported the reform and was committed to establishing a remuneration system capable of attracting the talent required to strengthen public institutions.

The Minister stressed that IPEC was not intended to take away the powers of existing institutions or boards.

He urged SOEs to contribute their expertise, research and practical experiences to shape the proposed system.

Mr Agyekum said Ghana should develop a remuneration framework suited to its circumstances rather than simply replicate models from other countries.

“We are not just lifting something from the UK or lifting something from another country and putting it here,” he said, urging stakeholders to provide inputs that would help develop a system capable of meeting Ghana’s needs.

Hon. Agyekum said the proposed transition would go through the appropriate legal and constitutional processes, adding that the President and Cabinet supported the initiative. He encouraged stakeholders to raise their concerns and offer constructive suggestions to improve the framework.

“Please support this cause. Please make sure you contribute. If you have anything in mind, bring it out for us to be able to find a solution,” he said.

The stakeholder engagement was followed by a technical session on the legal and policy framework for IPEC, led by Dr Abdul-Baasit Aziz-Bamba, Acting Director-General of the Value for Money Office.
