GES Directs SHS Heads To Stop Unauthorised Fees, Levies Collection

The Management of the Ghana Education Service (GES) has directed all heads of Senior High Schools and Senior High Technical Schools (SHS/SHTS) to immediately stop the collection of unauthorised fees and levies from parents and guardians.

It comes after it got a hint that some heads of SHS/SHTS are collecting admission fees, PTA dues, and other unauthorised fees from parents and guardians.

In a statement dated September 23, 2026, and signed by the Head of Public Relations, Daniel Fenyi, the GES therefore strongly cautioned all heads to cease, with immediate effect, the collection of such unauthorised fees or levies.

The Service reminded heads that charging and collecting unauthorised fees and levies is contrary to the government policy on free education at the senior high school level.

It stressed that no student or parent or guardian should be compelled, directly or indirectly, to pay admission fees, PTA dues or any other unauthorised fees as a condition for admission, enrollment, participation in school activities or access to school services.

According to the statement, Management has been informed that the matter of the collection of PTA dues is pending in court, and until the matter is determined by the courts, discussions and collection of PTA dues and levies are still on hold.

Management further directed all heads to ensure that any unauthorised fees and levies already collected are refunded and evidence of that refund is presented to the GES Management.

It warned that any person found to be flouting the directive will face appropriate administrative sanctions, including removal from office, and encouraged the general public to report any such instances of unauthorised fees or levies to management for prompt investigation and necessary action.
