Presidency Convenes High-Level Meeting on Border Security, Narcotics Control

The Office of the President has invited key state institutions and private sector operators to a high-level meeting to discuss measures to strengthen Ghana’s border security and prevent the trafficking of narcotic drugs and other illicit substances through the country’s ports, airports and land borders.

The meeting, scheduled for Thursday, September 17, 2026, at 12:30 p.m. at the Jubilee House, was convened in a letter dated September 14, 2026, and signed by the Secretary to the President, Dr Callistus Mahama.

According to the invitation, the meeting will review existing vulnerabilities, intelligence-sharing arrangements, cargo and passenger screening systems, inter-agency coordination, and the deployment of technology to detect and disrupt narcotics trafficking.

Each invited institution is expected to be represented by its head, accompanied by no more than one relevant technical officer. Participants have been asked to come prepared to provide a brief assessment of existing security gaps and to propose practical measures to improve intelligence sharing, surveillance, screening, and joint enforcement operations.

The letter emphasised the urgency and national-security implications of the meeting, noting that personal attendance is required.

Those invited include the Minister for Finance, the Minister for Foreign Affairs, the Director-General of the Ghana Ports and Harbours Authority, the Commissioner of the Customs Division of the Ghana Revenue Authority, the Sector Commander of the Customs Division, Tema Collection, and the Chief Executive Officer of the Ghana Shippers’ Authority.

Others are Operators of Terminal Scanners, the Chief Executive of Ghana Link Network Services Ltd, the Director-General of the Ghana Maritime Authority, the Chief of Naval Staff, the Chief Executive Officer of Meridian Port Services Ltd, the Director-General of the National Intelligence Bureau, the Ghana Police Service – Criminal Investigations Department / INTERPOL, the Director-General of the Narcotics Control Commission, and the Managing Director of the Ghana Airports Company Limited.
