Higher Education Financing Must Evolve With Technology, AI – Deputy Education Minister

The Deputy Minister for Education, Dr Clement Apaak, says Ghana’s higher education financing systems must evolve alongside education, particularly as technology and artificial intelligence continue to reshape industries and the skills required for future jobs.

Dr Apaak made the remarks when he opened the two-day Association of African Higher Education Financing Agencies (AAHEFA) 2026 Conference at the La Palm Royal Beach Hotel in Accra.

The conference is being hosted by the Students Loan Trust Fund (SLTF) and has brought together higher education financing agencies from across Africa.

He commended AAHEFA and the SLTF for convening the agencies to explore sustainable and innovative ways of expanding access to higher education on the continent.

“As a government, we recognise higher education financing as a strategic investment in our young people,” he said.

Dr Apaak also emphasised the importance of digital transformation, responsible use of data, financial sustainability and stronger collaboration among African financing agencies to ensure that higher education equips young people with the skills and opportunities needed to participate meaningfully in the future economy.
