Gov’t Commences Payments to LEAP Beneficiaries After Comprehensive Reassessment

The Ministry of Gender, Children and Social Protection (MoGCSP) has announced the commencement of payments to eligible households under the Livelihood Empowerment Against Poverty (LEAP) Programme, effective today, Monday, September 14, 2026.

In a press release issued in Accra and signed by the Minister, Hon. Dr Agnes Naa Momo Lartey (MP), the Ministry said payments have started across the country for households that were found eligible after a comprehensive reassessment.

The LEAP Programme is the Government’s flagship cash transfer intervention for extremely poor and vulnerable households.

It provides regular cash support to help meet basic needs, improve household consumption and food security, promote access to health and education, and strengthen the resilience and wellbeing of vulnerable families.

According to the Ministry, the payment follows a comprehensive reassessment of beneficiary households undertaken as part of efforts to strengthen the integrity, effectiveness and fairness of the Programme.

The exercise, the Ministry explained, became necessary because household circumstances change over time. While some existing beneficiaries continue to require support, others have seen improvements and may transition from the Programme.

At the same time, there are extremely poor and vulnerable households that were previously not covered and must be given an opportunity to benefit.

Following the reassessment, Government has commenced enrolment of eligible households towards achieving a national LEAP caseload of 450,000 beneficiary households.

The Ministry said households found eligible after the reassessment have undergone verification and enrolment to receive their grants through the approved payment system.

It emphasised that payments are being made in phases and will take time to reach all beneficiary households and communities nationwide.

Successfully enrolled persons have therefore been urged to remain patient as the process runs its course, adding that failure to receive payment at the start of the exercise does not mean a beneficiary has been excluded.

Duly enrolled beneficiaries will be paid directly through the authorised LEAP arrangements and should await official notifications and guidance from the LEAP Management Secretariat, District Social Welfare Offices and authorised community-level officers.

The Ministry assured beneficiaries that payments will continue until the current cycles are completed and advised against unnecessary travel to payment points or District Social Welfare Offices unless officially notified or seeking assistance with a grievance.

It stressed that no fee, commission or facilitation charge is required for LEAP enrolment or payment. Anyone demanding money or other consideration in connection with the exercise should be reported immediately through the established grievance channels.

The Ministry acknowledged that some households may have concerns regarding their reassessment outcome, enrolment status or payment, and said a grievance and redress mechanism is available.

Beneficiaries and members of the public may, in the first instance, contact their Community Focal Person or District Social Welfare Office. Matters requiring further attention may be escalated to the LEAP Management Secretariat.

The public has been encouraged to use the official channels to report non-payment, difficulties with enrolment or verification, demands for unauthorised payments, fraud, misconduct or any other concern relating to the Programme.
