Govt Workers Risk Salary Suspension From Sept 15 Over Ghana Card Discrepancies – CAGD

The Controller and Accountant-General’s Department (CAGD) has announced that government employees whose Ghana Card details are not correctly captured on the government payroll system will have their salaries suspended effective September 15, 2026.

In Circular No. 305/26 dated August 24, 2026, and signed by the Controller and Accountant-General, Kwasi Agyei, the Department said the directive has become necessary following critical data discrepancies identified after the rollout of its upgraded Employee Payslip (E-Payslip) system.

According to the CAGD, some employees are unable to access their payslips because National Identification Authority (NIA) numbers captured on the payroll system do not match their actual NIA records, while others do not have their NIA numbers captured on the payroll system at all.

The Department recalled earlier directives issued on May 21, 2025, and June 20, 2024, which required employees of Ministries, Departments and Agencies (MDAs) whose Ghana Card details were not on the payroll to provide their information.

To address the anomalies, the CAGD has directed Human Resource Departments of all public institutions to correct NIA numbers of all affected staff on the payroll system and submit each employee’s application for correction along with a covering letter from the Head of Institution authorising the correction or insertion to the CAGD for validation.

The Department further noted that in accordance with Regulation 9 of the National Identity Register (Amended) Regulations, 2026 (L.I. 2523), physical copies of Ghana Cards are no longer required for submission and inspection, and therefore all employees must ensure that their NIA numbers and related identity details are correctly captured through their respective Heads of Human Resources.

HR officers have been advised to check their institution’s corporate emails for the list of employees flagged with “No NIA” details and act accordingly.

The circular stressed that employees who do not have valid NIA details on the payroll system will have their salaries suspended with effect from September 15, 2026, explaining that the measure is essential to facilitate the upcoming nationwide employees’ re-verification exercise.
