Speaker Bagbin Justifies Five-Day Emergency Recall Of Parliament

The Speaker of Parliament, Rt. Hon. Alban Sumana Kingsford Bagbin, has justified the reasons behind the five-day emergency meeting of Parliament ending 28th August, 2026.

Addressing Members on the floor on Monday, the Speaker disclosed that he received a letter from President John Dramani Mahama dated August 11, 2026, requesting a recall of Parliament to consider some urgent matters before the planned recall in October 2026.

Welcoming Members of Parliament back from their constituencies, Speaker Bagbin listed the urgent matters for consideration.

According to him, the House is expected to consider and pass the Banks and Specialised Deposit-Taking Institutions (Amendment) Bill, 2026.

The House will also consider two ministerial nominees, namely Hon. Mahama Ayariga, Minister-designate for Local Government, Chieftaincy and Religious Affairs, and Hon. Dr Zanetor Agyeman-Rawlings, Minister-designate for Environment, Science and Technology.

In addition, Parliament is expected to consider three nominees for Justices of the Supreme Court, namely Justice Sophia Rosetta Bernasko, Justice Edward Amoako Asante, and Justice Anthony Forson Junior.

On the position of Majority Leader, Speaker Bagbin clarified that even though Hon. Mahama Ayariga has been nominated by the President as Minister for Local Government, Chieftaincy and Religious Affairs, he still occupies the Majority Leader’s seat until such time as the National Democratic Congress (NDC) officially informs the House of any changes.

Both the Majority Leader, Hon. Mahama Ayariga, and the Minority Leader, Hon. Alexander Afenyo-Markin, took turns to make brief statements welcoming Members back from their various constituencies to the emergency sitting.
