Technical Committee Inaugurated to Review Over 50-year-old Ghana Library Authority Act

The Ministry of Education has officially inaugurated a Technical Committee to review the governing law of the Ghana Library Authority, Act 327 of 1970.

The Committee, chaired by Professor Emeritus Alemna A. Anaaba, will lead a comprehensive and consultative process engaging key stakeholders across education, technology, youth development, and governance.

The proposed reforms seek to strengthen governance by extending Board tenure, establishing National and Presidential Libraries, creating a Library Council to regulate the profession, and introducing a Deputy Executive Director role.

It is also expected to enhance regulatory authority and secure sustainable funding for long-term impact.

Act 327 of 1970 was enacted over 56 years ago as a foundation for public library services in Ghana.

According to the Authority, its scope has become limited in today’s fast-evolving world.

It thereby views the review as a critical and timely effort to modernise the legal framework guiding library services, ensuring it reflects the realities of a digital, knowledge-driven society.

According to the Authority, the process represents more than a legislative review as it is a strategic transformation agenda to reposition libraries as dynamic hubs for learning, innovation, and opportunity, especially for young people across the country.
