IMANI Files RTI Request Over Planned SIM Registration Exercise

Imani Center for Policy & Education says a Right to Information request has been filed with the Ministry of Communications, Digital Technology, and Innovations regarding the impending SIM registration exercise.

The detailed request was submitted on December 8, 2025, in accordance with  Article 21(1)(f) of the 1992 Constitution and the RTI Act, 2019 (Act 989).

It says it is seeking full clarity on the Government’s planned nationwide SIM registration exercise scheduled for rollout in early 2026.

“The letter, delivered to and formally received by the Minister’s secretary, requests extensive documentation on the legal, technical, procurement, and institutional arrangements underpinning the new registration regime.”

It noted that the submission follows growing public concern about the cost, governance, and potential privacy implications of a new SIM registration campaign, particularly in relation to biometric verification arrangements and the involvement of private vendors.
